“This collar is just about large enough to fit round the neck of a youth; it is 15 ½ inches round, measured inside, and 1 3/8 inch wide. It was fasted on with a padlock.
Mr. Cholmondeley tells me that about one hundred years ago fashionable ladies though it “the thing” to be attended by a Black Page, who wore ornamental collars on their necks.” [Buckland, p.337]
